يتأهل المنتخبان الأولان عن كل مجموعة مباشرة الى نهائيات كأس افريقيا للأمم 2015 رفقة أحسن منتخب يحتل المركز الثالث من بين المجموعات السبعة, حيث ستلتحق الفرق ال15 بالمنتخب المغربي الذي ينظم هذه الدورة.

وتتواجه الفرق ذهابا وإيابا حسب نظام البطولة وذلك ما بين 5 سبتمبر و 19 نوفمبر المقبلين, اي بإجراء ست جولات.

* وفي ما يلي برنامج مباريات الدورين الأول و الثاني لتصفيات هذه الكأس كالتالي:

الدور الأول (ذهاب: 16 الى 18 ماي, العودة: 30 ماي إلى 1 جوان)

3- مدغشقر - أوغندا
4- موريتانيا - غينيا الاستوائية

وتجدر الإشارة إلى أن الفريق الذي تم سحبه أولا, سيستقبل بميدانه في لقاء الذهاب.
وسيكون ترتيب المقابلات الذي أسفر عنه القرعة, محددا لمواجهات الدور الثاني للتصفيات المقرر من 18 الى 20 جويلية 2014 بالنسبة لمقابلات الذهاب و من 1 إلى 3 أوت لمباريات الإياب.
و سيقابل الفائز من المقابلة الأولى التي تم سحبها مع الفائز من المواجهة الثانية المسحوبة ودواليك إلى غاية مواجهة الفائزين في المقابلتين 13 و 14.

المؤسسات لها حق اختيار طريقة المسابقة مع إعطاء الأولوية للمسابقات على أساس الشهادة

راسلت المديرية العامة للوظيف العمومي، كافة القطاعات الوزارية تطالبها بموافاتها بعدد المناصب الشاغرة على مستواها، بغرض منحها مناصب مالية جديدة وتنظيم مسابقات توظيف لحساب الموسم الاجتماعي المقبل 2014/2015، والتي حددتها بين شهر جوان وسبتمبر، من أجل ملء جميع المناصب الشاغرة خلال الدخول الاجتماعي القادم .وعلمت «النهار» من مصادر موثوقة، أن كافة الإدارات العمومية تلقت تعليمات تأمرها بالشروع في إحصاء المناصب الشاغرة في المؤسسات والإدارات، وذلك بغرض استكمال كل المسابقات والاختبارات المهنية قبل شهر سيبتمبر القادم، إذ من المنتظر أن تسمح العملية بفتح أكثر من 100 ألف منصب شغل.وحسبما جاء في التعليمة، فإن عملية التوظيف تتم عن طريق فتح المسابقات والامتحانات والفحوص المهنية، وذلك تطبيقا لتعليمات الوزير الأول، الذي أمر بشغل كل المناصب التي تم تحريرها باللجوء إلى التوظيف.ودعت الحكومة من جهتها كل المؤسسات والإدارات إلى الشروع في تنظيم مسابقات التوظيف على أساس الشهادات لشغل كل المناصب المالية الشاغرة خلال السنة الماضية، وفي هذا الإطار يتعيّن على المؤسسات المعنية، تخصيص مسابقات التوظيف لفائدة المستخدمين لديها فقط، والعاملين في إطار الإدماج المهني أو الاجتماعي، لفائدة الذين سيستوفون الشروط القانونية للالتحاق بالرتب المفتوحة لتلك المسابقات المنظمة.وفي حال كانت المناصب الشاغرة، أقل من عدد المستخدمين، فإنه وحسب التعليمة الموجهة للوزراء والولاة، تعطى الأولوية للمؤسسات والإدارات العمومية المنظمة للمسابقة، وفي السياق، ذاته، ذكرت التعليمة ذاتها أن المستخدمين العاملين في الإطار سالف الذكر، يستفيدون بعنوان الأقدمية المهنية المكتسبة من زيادة في النقاط من 1 إلى 6 نقاط. ووضعت الحكومة إجراءات استثنائية من أجل التسريع في العملية، حيث حدّد آجال تسلّم ملفات الترشح بـ10 أيام ابتداء من الإعلان عن المسابقات في الصحافة المكتوبة أو الملصقات المنشورة في مقرات المؤسسات، في حين، اشترطت على هذه الأخيرة إنهاء دراسة ملفات الترشح للمسابقات في أجل خمسة أيام من غلق التسجيلات لهذه المسابقات.وتأتي هذه الإجراءات من قبل الحكومة، بهدف اتخاذ كافة التدابير اللازمة للقضاء على الاختلالات المسجلة، والتي من بينها عدم استعمال كافة المناصب المالية المفتوحة بعنوان السنة المالية الجديدة، حيث أوضحت التعليمة الصادرة، أن هناك عددا معتبرا من مناصب الشغل الشاغرة لأسباب تتعلق بتسيير الموارد البشرية، وذلك في وقت كانت الحكومة قد قامت تسهيل وتبسيط إجراءات التوظيف في الوظيفة العمومية والمحددة لكيفيات تنظيم وإجراء المسابقات والامتحانات والفحوص المهنية.كما قامت الهيئة التنفيذية بإزالة كل العراقيل التي كانت تعيق تنظيم هذه الأخيرة، والتي من بينها إلغاء اشتراط مخطط تسيير الموارد البشرية كإجراء مسبق لتنظيم المسابقات، حيث منحت حرية اختيار المسير لنمط التوظيف مع إعطاء الأولوية للمسابقة على أساس الشهادة، بالإضافة إلى تقليص آجال الإشهار والإعلان عن نتائج المسابقة وتقليص الوثائق المكونة للترشح.
